| As a integral part of the school improvement
planning process, all public schools in Lee County (including
all public charter schools) and participating non-public schools
conduct a local needs assessment related to their school
improvement goals, and then prepare a project proposal for the
use of federal-through-state grant funds. These proposals are
aligned with school improvement plans, District strategic goals,
and Florida's reading initiatives.
These
federal-through-state grants are referred to informally as
"Title II" and "Title V" grants. Officially, these grants are
authorized under Title II, Part A and under Title V, Part A of
the Elementary and Secondary Education Act of 1965 as
reauthorized by the No Child Left Behind Act of 2001, P.L.
107-110.
Title II-A is a teacher and principal training and
recruiting fund which seeks to increase student achievement by
elevating teacher and principal quality through recruitment,
hiring, and retention strategies. The program uses
scientifically-based professional development interventions and
holds districts and schools accountable for improvements in
student academic performance. Because each community may face a
variety of challenges with respect to teacher quality, this
program allows funds to be used for a wide array of
interventions.
Title V-A is an innovative programs fund that seeks to assist
local education reform efforts that are consistent with and
support statewide reform efforts. They also support state and
local efforts to implement promising education reform programs,
provide a continuing source of innovation and educational
improvement, help meet the special education needs of at-risk
and high-need students, and support programs to improve school,
student, and teacher performance. |
